How it gets described on the phone

Most cooktop calls come down to something that got wet or something that got blocked. A spill under a cap will stop a burner lighting from its own spark while a match lights it instantly, and that one distinction — match yes, spark no — already tells you the gas side is fine and the problem is ignition. Yellow, lifting or roaring flames are a different family: air shutter, orifice or pressure, and they are the ones worth measuring rather than adjusting by eye.
